Scope and Applicability.
This instruction applies to all Navy military personnel, DON civilian employees, DON contractors, family members of Navy military personnel, Navy units, installations and facilities, including non-Navy tenants physically located on Navy facilities.
Purpose.
a. This instruction issues Navy Antiterrorism (AT) policy, guidance, procedures and responsibilities for the protection of military personnel, Department of the Navy (DON) civilian employees, contractors, family members, resources and equipment at all Navy installations, facilities and commands against terrorist acts as supplemented by the requirements of references (a) through (as) which are listed in chapter 1.
b. To deter, detect and mitigate terrorist acts against the Navy through the timely collection and dissemination of threat information, training and awareness education programs and the implementation of sound security measures.
