This guidance applies to all Service Control employees including service operator and line information specialists as well as all LUCC employees including Network Information Co-ordination Managers (NICM), Network Operations Tactical Managers (NOTM) and Senior Operating Officers (SOO).

The guidance does not cover the situation whereby the weapon(s) are actually being used to cause mass casualties or an imminent threat to life. There is separate specific guidance G2126 "Active Shooter" and G2130 "Bladed Weapons" which cater for these extreme situations.

This guidance does not cover the situation whereby Police intelligence prompts the need to arrest a suspect whilst they are on board a train as part of a pre-planned policing operation. The process for facilitating this should be agreed in advance between the Police and Senior Operating Officer.

Purpose

This guidance document describes the actions that should be taken by London Underground (LU) staff within the Service Control Centres and the London Underground Control Centre (LUCC) in the event that they receive reports of a person or persons in possession of a weapon on board an LU train. This document seeks to formally record the process that is already in place and used extensively by the respective Control Centres in dealing with these matters.
