This specification includes arrangements for the management of safety related reports for all signalling failures for equipment and services provided by Network Rail Company or third parties (including bought in equipment or services). Where Network Rail agrees to manage equipment not belonging to Network Rail or away from Network Rail infrastructure, the arrangements described in this document shall also be applied to such equipment.
Operational Telecommunications failures are not included in this Specification. Details can be found in NR/L2/TEL/30047. Note that signalling equipment may cause misoperation of connected services such as Telecommunications equipment. Signalling Engineers are required to cooperate with other disciplines such as Telecommunications Engineers so that adequate management investigation of such failures is undertaken. Telecommunications Engineers will cooperate similarly where Telecommunications equipment can cause similar misoperation of Signalling equipment.
This specification meets the requirements of Group Standard GE/RT8106 and should be read in conjunction with GK/RT0210 which covers asset management.
Purpose
This document describes the Network Rail Company arrangements for a unified national system of classification and review of safety related failures of signalling equipment and services, owned by Network Rail or provided by third parties for railway operational purposes.
The system requires that management control is delegated at a level appropriate to the failure severity and impact, whilst providing a review process that identifies trends and risks.
