This specification includes arrangements for the management of safety related reports for all signalling and operational telecommunications failures for equipment and services provided by Railtrack Line or third parties (including bought in equipment or services).

Equipment and services provided under contracts such as the NRN, and RT14 (Retail) contract are also included, insofar as RT 14 (Retail) covers the provision of, or affect, operational telecommunications.

PURPOSE

This document describes the Railtrack Line arrangements for ensuring that any safety related failures to signalling and telecommunications equipment and services, owned by Railtrack or provided by third parties for railway operational purposes, are subject to a unified national system of classification, investigation and review.

The system ensures that management control is delegated at a level appropriate to the failure severity and impact, whilst providing a review process that identifies trends and risks.
