Scope and Applicability.
a. Per reference (a), enclosures (1) through (20) will be used to assist with determining specific mission area and the necessary details to describe the mission areas, environment and operational capabilities for which the NCF is structured.
b. Enclosures (1) through (20) will also be used to assist with determining specific mission area C-ratings reported under reference (b).
c. This instruction provides resource agencies information describing NCF mission requirements, capabilities and the types and locations of operational employment. Together, the ROC and POE establish tasking which produces a measurable workload to compute personnel requirements for activity manpower documents.
Purpose.
To establish required operational capabilities (ROC) and the projected operational environment (POE) for the Naval Construction Force (NCF). This instruction is a complete rewrite to align ROCs established in reference (a) with new NCF force structure and updated readiness levels and must be reviewed in its entirety.
