This module applies to the following sites operated by Outside Parties that are within influencing distance of the railway:

a) Surface mines; and

b) Tips.

This module does not cover:

• Town and Country Planning Consultations for mineral extractions (see NR/L2/CIV/191/02).

• Notices of approach for mineral extraction (see NR/L2/CIV/191/06).

• Assessing the risks of hydraulic fracturing (see NR/L2/CIV/191/04).

• Management of Mining related Incidents (see NR/L2/CIV/191/09).

Purpose 

The purpose of this module is to define the roles, responsibilities, and procedures for inspecting outside party surface mines and tips to check that they are being managed, worked and restored in such a way that they do not pose a risk to Network Rail's (NR) operations and infrastructure.
