This module applies to Outside Party surface mining risks to the railway that may arise from:

a) Surface mines;

b) Mineral waste tips and stockpiles.

This module covers:

c) All surface mining sites within 200 metres of the railway boundary or where hazards could adversely influence Network Rail's property;

d) Inspection and risk management of outside party surface mining sites and tips.

This module does not cover:

• Town and County Planning Consultations for mineral extractions (see NR/L2/CIV/191/02);

• Notices of approach for mineral extraction (see NR/L2/CIV/191/06);

• Assessing the risks of hydraulic fracturing (see NR/L2/CIV/191/04).

Purpose

The purpose of this module is to define the roles, responsibilities and procedures for inspecting the risk from outside party surface mining and tip sites to Network Rail's operations and infrastructure.
