scope:
This specification applies to the protection of people working on or near the line for Railtrack, outside parties and their contractors and sub-contractors. It is intended to support the requirements of the Rule Book by requiring effective protection of workers from the risk of being struck by trains. In the case of any conflict between the wording of this specification and the Rule Book, the Rule Book shall take precedence.
The specification applies to all work done by groups under the control of a Controller of Site Safety (COSS) who may also be a Protection Controller (PC).
It does not apply to people working alone either as a COSS or Individual Working Alone (IWA). Neither does it apply to the protection of people carrying out activities classified by Rule Book Section B(i) as "walking".
Purpose
To control the risks to personnel from train movements by requiring effective planning of on track activities and establishing a hierarchy of protection methods.
To specify the requirements for establishing and publishing details of green zone availability and prohibitions on red zone working.
