scope:
This specification applies in respect of all work (including walking as a group) on or near the line for Network Rail, outside parties and their contractors and sub-contractors. It is intended to support the requirements of the Rule Book by requiring effective safe systems of work to mitigate the risk of workers being struck by trains.
The specification applies to all work done either individually by a Controller of Site Safety (COSS) or Individual Working Alone (IWA) or by groups under the control of a COSS who may also be a Protection Controller (PC).
In the case of any conflict between the wording of this specification and the Rule Book, the Rule Book shall take precedence.
Purpose
To control the risks to personnel from train movements by requiring effective planning of on track activities and establishing a hierarchy of protection and warning methods.
To specify the requirements for establishing and publishing details of Green Zone availability and prohibitions on Red Zone working.
