scope:

This standard covers that part of the Network Rail Supplier Assurance Framework associated with Network Rail supplier licensing.

Licensing will only apply to Principal Contractors and Rail Plant Operating Companies in Possessions working on Network Rail Managed Infrastructure.

The Licence regime does not apply to suppliers working exclusively for Network Rail Infrastructure Maintenance. This part of the Network Rail organisation discharges the duties of Principal Contractor and Rail Plant Operating Company in Possessions in its own right.

Purpose

The purpose of this document is to:

a) specify the arrangements for the licensing of Principal Contractors and Rail Plant Operating Companies in Possessions;

b) describe the means by which Network Rail obtains assurance that all reasonably practicable steps have been taken to appoint such specifically competent and adequately resourced suppliers.
