scope:

The content of this standard is applicable to:

a) that part of the Network Rail Supplier Assurance Framework associated with Network Rail Supplier licensing;

b) Licensing will only apply to Principal Contractors and Rail Plant Operating Company in Possessions working for Investment Projects on Network Rail Managed Infrastructure;

c) Suppliers who are supported by Network Rail Contracts and Procurement as either Principal Contractors and / or Rail Plant Operating Company in Possessions on Network Rail Managed Infrastructure.

The Licence regime does not apply to suppliers working exclusively for Network Rail Infrastructure Maintenance. This part of the Network Rail organisation discharges the duties of Principal Contractor and Rail Plant Operating Company in Possessions in its own right.

Purpose

The purpose of this standard is to:

a) specify the arrangements for the licensing of Principal Contractors and Rail Plant Operating Companies in Possessions;

b) describe the means by which Network Rail obtains assurance that all reasonably practicable steps have been taken to appoint such specifically competent and adequately resourced suppliers;

c) describe how suppliers maintain the validity of their licence(s).
