The standard is applicable to all construction works where Network Rail is the client. This includes notifiable and non-notifiable construction works, both on and off the railway infrastructure. In situations where Network Rail is not the client, then the client's CDM arrangements shall apply.

This standard complements the HSE Approved Code of Practice; HSG L144 'Managing Health and Safety in Construction' which provides detailed guidance on how to implement the CDM 2007 legislation and should be read in conjunction with this standard.

The approach to applying CDM for each project must be determined using this standard, the HSE Approved Code of Practice and the appropriate supporting management arrangements and contract strategies implemented by the parties undertaking the key CDM roles.

Where the works are not notifiable and are controlled by the Infrastructure Maintenance Risk Control Sheet Manual (NR/L3/MTC/0001/-/0012) the works shall not require a Pre-Construction Information Pack or Construction Phase Plan.

Other Network Rail functions will identify their notifiable and non notifiable works by applying the guidance within the HSE Approved Code of Practice.

Purpose

The purpose of this standard is to detail the process to be implemented to demonstrate compliance with the Construction (Design and Management) Regulations for all Network Rail construction works.
