This Network Rail procedure specifies the requirements for the inspection of track renewal works, prior to certifying that the Railway may be opened to traffic and advising the Engineering Supervisor responsible for the work site.

This standard is applicable to all track renewals work including follow-up works.

This standard is applicable when the Network Rail Maintenance organisation and Contractors undertake track renewal work.

In the following specific circumstances, the standard must be complimented by the requirements of other standards:

• Where work to structures is undertaken in conjunction with the track work, the requirements specified in NR/SP/CIV/003 Technical Approval of Design Construction and Maintenance of Civil Engineering Infrastructure shall also apply.

• Where track renewals work is undertaken by Contractors on behalf of Network Rail and the work requires the reinstatement of Absolute Track Geometry on the enhanced permissible speed sections of the West Coast Main Line, the additional requirements specified in NR/L3/INV/TK0030 Reinstatement of Absolute Track Geometry (WCRM Routes) shall apply.

• Where the works are part of a permanent change to the authorised line speed the additional requirements of NR/L2/SIG/30021 Alterations to authorised line speeds shall apply

Where Network Rail Projects deliver substantial work volumes at a number of discrete locations within major possessions, this standard is applicable to sections of the site such that there is an Infrastructure Conformance Certificate for each section, collectively reviewed by the person responsible for opening the line.

NOTE In these circumstances arrangements will be defined by the Contractor's Engineering Manager in an Engineering Management Plan that is accepted by Network Rail's Designated Project Engineer prior to the work commencing.

This standard specifies the minimum requirements to open the line. Requirements applicable for the final construction of the work are specified in NR/L2/TRK/2102, Design and construction of track.

Purpose

Track work affects each of the primary components of the Railway System: track, signalling, telecommunication, electrification systems, plant, and structures.

This Network Rail procedure specifies the process for inspecting track renewals work undertaken on Network Rail infrastructure.

It specifies a structured, comprehensive and consistent approach that achieves compliance with the requirements of NR/L2/TRK/001/A01 Inspection and maintenance of permanent way - Inspection.
