This specification applies to the testing of all alterations to previously working and commissioned operational telecommunications systems, during maintenance, renewals and failure investigations, where the design remains unchanged. The intention is to carry out work in single steps and in a controlled manner that minimises the risk of introducing a safety related failure.

Alterations may take the form of like for like replacement of equipment, and/or software, replacement of missing equipment and temporary diversion of circuits. These requirements normally apply to replacement of individual items of equipment but may be applied to multiple changes where they are associated with the same routine maintenance or failure task. Where the installation is new, the design has changed or the work involves more work than is normally associated with a routine maintenance or failure task, then the requirements of the Works Testing Standards shall be followed.

The failure investigation process applies to any reported failure that has a safety related implication. It should be assumed that all reported failures are safety related until proved otherwise.

The scope includes all equipment and systems provided solely for operational purposes and any equipment and systems which are indirectly used for safety related purposes. This includes all network bearer services utilising Railtrack owned infrastructure, including Grant of Use services carried over Finance Lease assets.

Testing of train-borne sub systems, product acceptance testing and occupational health & safety requirements are excluded from the scope of this specification.

Arrangements to control the frequency and consequences of operational telecommunications failures are contained in RT/E/S/10047.

PURPOSE

This specification defines the minimum requirements to ensure that the reinstatement of previously working operational telecommunications equipment is tested properly to assure continued safe working when returned to service and that all safety related failures are thoroughly investigated.

In this manner compliance to GK/RT0209 part A, B, D & E will be achieved.
