Applicability.
This regulation is applicable to all United States Army Reserve enlisted Soldiers assigned to the Ready, Selected, Standby, or Retired Reserve. It does not apply to Soldiers assigned to Control Group (ROTC) or those enlisted under the Delayed Entry Program. It also does not apply to United States Army Reserve Soldiers assigned to the Active Army and paid from Military Personnel, Army appropriations unless otherwise stated.
Purpose
The purpose of this regulation is to prescribe policy and procedures governing the classification, advancement, promotion, reduction, and grade restoration of applicable USAR Soldiers.
