Purpose

a. To implement current Department of Defense (DoD) policy per reference (a).

b. To clarify Department of the Navy (DON) policies and procedures.

c. To delegate authority to expend ORF. d. To establish policy on the exercise of that authority.

e. To provide forms and procedures for distributing funds and documenting their expenditure. This instruction has been administratively revised and should be reviewed in its entirety.
