Purpose. To implement the provisions of references (a) through (h), and issue Navy policy and guidance for identifying sponsors who have an Exceptional Family Member (EFM) with special medical, psychological, or special educational needs. EFM Program enrollment enables detailers to consider such needs during the assignment process and to pinpoint assignments to locations where necessary resources are available. This instruction is a complete revision and should be reviewed in its entirety.
