PURPOSE
To ensure that the contractors, suppliers, and vendors supplying articles, materials, or services have a quality system, process controls, and infrastructure that assures their products meet Marshall Space Flight Center's (MSFC) specified contractual requirements.
APPLICABILITY
This instruction applies to the evaluation of contractors, suppliers, and vendors that have the capacity to supply a product or service, or have quality requirements and/or special processes imposed, or satisfy a special project requirement, within the outsourcing process at MSFC (Reference MWI 5100.3) and/or project/program procurement deliverable to MSFC under the requirements of MPR 5000.1. This process shall be used for the acquisition of Flight Critical Hardware including any required pre-award surveys of MSFC Prime Contractor and subcontractors; post award audits for MSFC Prime Contractors and subcontractors; support monitoring or surveillance of MSFC Prime Contractors or in-house subcontractors; the evaluation of MSFC local area suppliers; and the audit and/or evaluation of special supplier and /or vendor associated with NASA processing using inter-Center agreements, and/or Memorandums of Understanding (MOUs) between NASA/MSFC and other NASA partners. The evaluation/audit process may be limited by program/project quality planning based on criticality, mission success, cost, and schedule constraints.
