Scope and Applicability. This instruction applies to trials, acceptance, commissioning, fitting out, shakedown, and PSA of U.S. naval ships undergoing construction or conversion of non-nuclear ships. Additionally, this instruction will apply to reactivation of units of the inactive inventory whenever reactivation involves modernization and or conversion. In its application to nuclear-powered ships, it is augmented by reference (a).
Purpose. To delineate policies, procedures, and responsibilities for trials, acceptance, commissioning, fitting out, shakedown, and post shakedown availability (PSA) of U.S. naval ships undergoing construction or conversion. This instruction has been revised substantially and should be reviewed in its entirety. This revision:
a. Defines the role of Commander, Naval Sea Systems Command (COMNAVSEASYSCOM) in formally requesting waivers for all trials and delivery acceptance to the Chief of Naval Operations (CNO);
b. Clarifies that the officer designated by the CNO to accept a vessel for the Navy is normally the cognizant program executive office (PEO); and
c. Amplifies the definition of acceptance and accepting authority for the purposes of this instruction.
