This Guidance applies equally to projects promoted and managed by LU directly or through the LU supply chain. It also applies to LU projects promoted and managed by an Outside Party unless dealt with by the LU Infrastructure Protection Team under Standard S1023 "Infrastructure Protection". The appropriate experts within the Infrastructure Protection Team will give the project team guidance and support throughout the life of the project but are not resourced to deliver items assigned to the project team as noted within this Guidance.
The term Third Party is used to refer to an entity directly contracted to TfL, such as a PFI supplier. An Outside Party is a developer, neighbour or similar entity that has no contractual relationship with TfL other than perhaps in the short term through some form of development agreement.
Infrastructure Protection relates the protection of London Underground (and sometimes the wider TfL) infrastructure and operations during works physically being undertaken by Outside Parties. Where works are being carried out by LU (notwithstanding who funds these works), the protection of existing assets outside the scope of the project is undertaken by the project team as part of the project. This is termed Asset Protection to avoid confusion with Infrastructure Protection.
Purpose
The purpose of this Guidance is to inform London Underground (LU) project team members of the relationship between the activities of the Infrastructure Protection Team and the project team. This is to ensure that the Infrastructure Protection team is appropriately engaged by the project team and that the required Infrastructure Protection activities can be effectively undertaken by both parties. In addition, this Guidance describes the activities that should be followed by the project team to ensure assets that are not part of the project (TfL, Third Party or Outside Party) are adequately protected.
