Purpose:
This manual is composed of several volumes, each containing its own purpose. In accordance with the authority in DoD Directive 5134.12 and DoD Instruction 4140.25:
• This manual implements policy, assigns responsibilities, and provides procedures for the supply chain management, quality assurance and quality surveillance, and storage of energy commodities and related services.
• This volume assigns responsibilities and provides procedures to prepare and administer government fuel card (GFC) programs, including the DoD Fleet Card, U.S. Government Aviation Into-Plane Reimbursement (AIR) Card®, and the DoD Ships' Bunkers' Easy Acquisition (SEA) Card®, including the Swipe SEA Card®.
APPLICABILITY.
This volume applies to:
a. OSD, the Military Departments (including the Coast Guard at all times, including when it is a Service in the Department of Homeland Security, by agreement with that Department), the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within DoD (referred to collectively in this manual as the "DoD Components").
b. Federal departments and agencies participating in DoD supply chain management of energy commodities with the DoD Components, referred to collectively in this manual as "Participating Agencies," but only when and to the extent they adopt the terms of this volume.
