Applicability and Scope. This instruction applies to all military, civilian, and contractor personnel assigned to activities within the NAVFAC domain.

Purpose. To issue Naval Facilities Engineering Command (NAVFAC) Records Management Program policies to ensure information created throughout NAVFAC is properly managed from creation/receipt through final disposition according to federal laws and Department of the Navy (DON) Records Management Program requirements, per references (a) through (I). This guidance applies to unclassified records only. Classified records will be processed by the command/activity security manager, who will process the records per reference (c).
