Scope and Applicability.

a. The function of OPNAV is to assist SECNAV in carrying out his or her responsibilities and is composed of: the CNO; Vice Chief of Naval Operations (VCNO); Director, Navy Staff (DNS); Deputy Chiefs of Naval Operations (DCNO); Director, Naval Nuclear Propulsion Program (CNO N00N); Director, Naval Nuclear Weapons Program (CNO N00NW); Chief of Information (CNO N09C); Commander, Naval Safety Center (CNO N09F); Judge Advocate General of the Navy (CNO N09J); Director, Naval Criminal Investigative Service (N09N); President, Board of Inspection and Survey (CNO N09P); Director, Navy Analytics (CNO N09X); Surgeon General of the Navy (CNO N093); Chief of Navy Reserve (CNO N095); Chief of Chaplains of the Navy (CNO N097); Department of the Navy (DON) Deputy Chief of Information Officer (CIO) - Navy (DDCIO(N)); and other members of the Navy, U.S. Marine Corps (USMC) and civilians assigned to or detailed to OPNAV.

b. The CNO may delegate certain authorities, missions, functions and tasks to echelon 2 commanders and task OPNAV principal officials, deputies and assistants. Individual organizational notices, issued by these commands, will provide additional detail regarding specific functions and tasks, including advisory roles and "dual-hat" responsibilities under this instruction.

c. Most strategic functions and tasks require communication, coordination and collaboration across many Navy organizations. The primary OPNAV organization responsible for a strategic task is indicated in parentheses throughout paragraph 7 and is responsible for ensuring appropriate support from other OPNAV principal officials and assistants for successful execution of a task.

d. Many functions of OPNAV are split between resource sponsors and requirements sponsors. A resource sponsor represents a specific program and navigates through the dynamics and complexities of the Planning, Programming, Budgeting and Execution System (PPBES). A requirements sponsor, in coordination with the resource sponsor where separately assigned, acts as the user representative and provides explicit direction with regard to mission and operational requirements generation and changes, program funding and preparation and approval of necessary program documentation and program decision point information.
