This specification applies in respect of all steam hauled trains operating over Railtrack controlled infrastructure, this includes steam locomotives running light or with support vehicle, also steam locomotives hauled dead or in light steam. This specification covers Railtrack's responsibilities. TOC Railway Safety Cases and Railway Group Standards cover TOC responsibilities.

Purpose

This Specification has been created to enable Railtrack Zones to identify the risks arising from steam train operation on Railtrack controlled infrastructure and to ensure that Railtrack has adequate controls in place to reduce those risks, to as low as reasonably practicable.
