This standard is applicable to those involved with planning or implementing any engineering works where the LCV process is to be applied.

The areas where the LCV process is applicable shall be identified in the Sectional Appendix.

Axle counter areas where Engineer's Possession Reminder (EPR) is available shall require the application of the LCV process unless an alternative, approved enhanced line clear process is available.

NOTE Where an EPR facility is available it should be expected to be used for any axle counter sections subject to pre-planned work under Modules T2 or T3 of the Rule Book.

Where the LCV process is to be used, this shall be indicated in published arrangements as described in sections 6.1.4 and 6.1.46.1.5.

Any proposal to apply the LCV process to any areas shall require:

• provision of an operational readiness report confirming that the necessary resources and briefing/training is complete;

• provision of an implementation plan confirming any trial operation or staging and that a suitable mentoring/monitoring plan is in place;

• confirmation, supported by evidence, that all safety requirements can be met (primarily by compliance with all sections of this standard).

Purpose

This standard defines the requirements for the application of the LCV process on Network Rail infrastructure. Whilst developed for lines with mixed traffic including high speed trains, and primarily aimed at axle counter areas utilising unconditional engineering reset, it is capable of application to any area authorised by Network Rail.

The LCV process is based on the principle of a diverse means of proving the line clear and safe following engineering works and is designed to align as closely as possible with established methods of working.

Where relied on as the enhanced line clear process in axle counter areas, the requirements of this standard shall be complied with in all respects.
