This specification applies in all circumstances when it is necessary for Network Rail or a contractor or sub-contractor to Network Rail to issue a Visitor Permit in accordance with the provisions of GE/RT8067.

Compliance with this specification is not required:-

• where outside parties have a statutory right of access to Network Rail infrastructure, or

• following an accident, incident or failure of equipment, when separate arrangements are made for the safety of visitors to the site.
