scope:
This standard applies in all circumstances when it is necessary for Network Rail, a contractor or a sub-contractor (Sentinel Sponsor) to apply for and issue a Track Visitor Permit.
Compliance with this specification is not required:-
• where outside parties have a legal right of access to Network Rail infrastructure, or
• following an accident, incident or failure of equipment, when separate arrangements are made for the safety of visitors to the site.
Purpose
To set out arrangements for the issue and control of Track Visitor Permits (TVPs) issued in accordance with Network Rail Company Specification NR/SP/CTM/021 for people without Personal Track Safety (PTS) certification.
A bona fide person who requires access on or near the line for a specific purpose who does not hold PTS certification and who works for an authorised Sentinel sponsor may be issued with a Track Visitor Permit.
