This instruction covers appropriated fund civilian personnel and EEO programs, as authorized in references (a) through (e). Civilian personnel management for the non-United States citizen workforce is covered by references (f) and (g). All references to civilian HR policies and programs include coverage of civilian personnel and EEO policies, programs, processes and operations.
Purpose. To assign responsibilities for the management of the Department of the Navy (DON) civilian workforce, and for the establishment, implementation, administration, sustainment and assessment of policies, programs, processes and operations throughout the DON governing civilian Human Resources (HR) and Equal Employment Opportunity (EEO) management and civilian HR information technology systems. This instruction is a significant revision and should be read in its entirety.
