This guidance applies to all personnel who have a role in managing incidents safely and securely on LU's stations, premises and infrastructure.

Purpose

This document has been developed to assist London Underground (LU) employees in responding to a Marauding Terrorist Attack (MTA).

An MTA is an attack consisting of one or more people using firearms ("Active Shooter") or an attack consisting of one or more people using items such as knives, axes or machetes ("Bladed Weapon") with the intention of causing mass casualties.

There is already guidance in existence that deals with an MTA incident that takes place on a station (G2127 - Active Shooter and G2129 - Bladed Weapon); this current guidance document is intended to deal with the situation whereby LU become aware of an MTA taking place in the vicinity of a station, with the potential for the station to be impacted or for it to become part of the attack.
