GRIP for Change is a framework which supports the delivery of business change programmes across Network Rail.
The procedure described in this document is one of the governance tools within the GRIP for Change framework and applies to all organisation changes and consequential changes to Network Rail's Health & Safety Management System.
NOTE 1 A description of the GRIP for Change framework is available on Connect.
NOTE 2 This procedure does not apply to the introduction of a new standard on safety-related controls or changes to the safety-related control content of an existing standard - refer to NR/L2/AMG/STP001.
NOTE 3 This procedure does not apply to changes to Network Rail managed infrastructure or changes to vehicles operating on the infrastructure - refer to NR/L2/RSE/015.

Purpose
To provide assurance that proposals for change to the organisation and any consequential changes to Network Rail's Health & Safety Management System are reviewed, so that prior to implementation of change:
• any health and safety risks associated with the change are identified, assessed and controlled so far as is reasonably practicable;
• non-substantial changes to Network Rail's Health & Safety Management System are identified and revisions made;
• substantial changes to Network Rail's Health & Safety Management System are identified and accepted by the Office of Rail Regulation.
