This procedure applies in respect of all organisation and safety management system changes made within the scope of the Railway (Safety Case) Regulations.

PURPOSE

To ensure that proposals for changes to Network Rail's organisation or processes are reviewed prior to implementation of the proposal so that :

• Any risks associated with the change are assessed and control measures implemented to ensure that these risks are reduced so far as is reasonably practicable

• The change does not introduce additional risks into Network Rail's activities that are not controlled to ALARP

• Any implications for Network Rail's Railway Safety Case are identified and that the necessary changes made and any material revisions accepted by the HSE before implementation
