This procedure applies in respect of all organisation and safety management system changes made within Railtrack PLC.
Purpose
To ensure that proposals for organisational or safety management system change are reviewed prior to implementation of the proposal so that:
• Any risks associated with the change are assessed and control measures implemented to ensure that these risks are reduced so far as is reasonably practicable;
• The change does not introduce additional risks into Railtrack's activities that are not controlled to ALARP;
• Any implications for Railtrack's Railway Safety Case are identified and that the necessary changes made and any material revisions accepted by the HSE before implementation.
