scope:
This procedure applies to all organisation and safety management changes proposed within the scope of the Railway (Safety Case) Regulations.
Purpose
To ensure that proposals for change to the organisation or to the safety management systems described in Networks Rail's railway safety case (RSC) are reviewed, so that prior to implementation of change:
• any risks associated with the change are identified, assessed and controlled to as low as is reasonably practicable
• non-material changes to the RSC are identified and revisions made
• material changes to the RSC are identified and accepted by the Health and Safety Executive (HSE)
